Perimeter Fence Repairs ~ Warden Feneis Warden Feneis discussed the revision of the Perimeter Fence Zone Accessing Security Instruction. The intent of the revision was to define the process, not change the process. Discussed the concern from (Electronic System Specialist) staff regarding being called at all hours of the night for all alarms. Noted that there was no intent to put Physical Plant staff on call status. We will continue to offer voluntary overtime for after hours fence repairs. Affirmed that staff wouldnt be called in for all alarms, only if a section of the fence is completely down and wont reset. Affirmed the process of contacting the Plant Director or ESS Supervisor first, who in turn would make the decision on who to call for repairs. If Watch Commander is not able to contact either supervisor, then they could/would contact ESS or designees staff directly to offer overtime. 2. Electronic posting and bidding at MCF-WR/ML ~ Teri Hable Teri discussed a pilot project starting at MCF-WR/ML where posting and bids will be conducted electronically. There would be no hard copies and the actual bidding is done electronically. (Clarification: Electronic bidding will not be available for staff to access from home.) Noted that if this works out, MCF-Rush City would like to use the process. Labor mentioned that other departments such as DHS have used the electronic bidding system for years with few if any problems. 3. Special Duty Post Orders update ~ Lt. Dorsey Lt. Dorsey had received some information from Central Office regarding DOC staff being expected to be aware of and follow procedures according to hospital regulations when supervising hospitalized offenders, but noted that this issue is still pending. Apparently there are problems with the wording from Health East. It is actually up to the hospital to relay updated information to the correctional facilities. Discussed that facility Post Orders need to include wording that states staff to review current hospital policies. When Central Office works out the issue, they will pass the information on to the facilities.4. Staffing levels ~ Eric Langworthy/Lt. Dorsey The sub-committee will be meeting to evaluate current staffing complement and deployment in all areas. Lt. Dorsey described the system currently being used at MCF-WR/ML, where they have a display board in the Watch Center that includes every officer on every shift, which provides a good visual of staffing. The intent is to develop a similar system at this facility. Discussed the staffing complement and the increase in overtime on every shift. There is a need to look at what is actually happening compared to the theoretical model. We have vacation slots and safety margins built into the scheduling, yet we have more overtime than weve had in the past. Agreed to continue this discussion at the next meeting. 5. Contraband sub-committee update A meeting has been scheduled for October 24th. An update will be provided by Captain Wilmes at the next L/M meeting.6. Filling temporary Sergeant Vacancies ~ Eric Langworthy Eric Langworthy discussed recommendations provided by staff, regarding the filling of temporary sergeant vacancies. It was recommended that vacancy should first be offered to existing Sgts for possible reassignment opportunities. After which, the vacancy created by this re-assignment would then be filled with a WOOC opportunity. Agreed to this practice, with the intent to be consistent each time when filling temporary sergeant vacancies.7. Overtime/scheduling for Labor/Management Discussed the previous suggestion that overtime would not be paid for members to attend L/M meetings and the impact of this decision on scheduling. Sandy OHara noted that the contract does not require or intend that OT would be paid for these meetings. Also noted, that overtime could occur when giving an ADO for staff to attend this meeting. Agreed to leave the decision whether to pay overtime or schedule an ADO up to the discretion of the Watch Commander. Goal is to minimize overtime by changing schedules or ADO whenever possible. 8. Honor Guard ~ Lt. Dorsey Lt. Dorsey is working with Paul Gammel and Blake Nelson regarding developing an Honor Guard at MCF-Rush City.
